While my communications career has spanned across government, legislative, and advocacy settings for nearly two decades, my real passion is developing branding, messaging, and outreach strategies in politics. PWP Strategies was born from that passion to politically empower underrepresented communities.
Tonia Bui is a seasoned political operative, communications strategist. She specializes in voter and constituent outreach to underrepresented populations, including women and communities of color.
Shortly after her first field operation for Washington state’s 8th Congressional District during the 2008 elections, Tonia went on to serve the U.S. House Democratic Caucus under the leadership of then Vice Chair Xavier Becerra. She played a critical role in steering, advising, and strategizing outreach tactics for Democratic members of Congress to reach Asian-American, African-American, and Latino constituents. Since her tenure on Capitol Hill, Tonia has leveraged her strategic communications and outreach skills to lead political campaigns and advocacy initiatives at the state and county levels.
Most recently, Tonia managed the Julie Yang for Montgomery County Board of Education (District 3) campaign, which won over 60 percent of the votes during the 2022 Maryland elections. She also led communications efforts for the Hoan Dang for Montgomery County Council (At-Large) and Hung Nguyen for Delegate (VA-67) campaigns. For both campaigns, Tonia led outreach efforts that utilized a combination of media engagement, grassroots mobilization and multilingual tactics to build voter and donor bases.
As a former senior consultant for a federal government contracting firm, Tonia spent nearly five years conducting external and stakeholder engagement for the U.S. Department of Justice, U.S. Department of Commerce's FirstNet, and the Office of Emergency Communications at U.S. Homeland Security. Her work experiences also includes executing communications efforts on behalf of Montgomery County Public Schools Television, non-profit organizations, and the former offices of U.S. Senator Barack Obama and CA Assemblywoman Fiona Ma.
Currently, Tonia leads efforts to increase the political and civic engagement of Asian Pacific Americans at the local, state, and federal level as a board member of the Asian American Political Alliance (AAPA) in Montgomery County, MD, co-founder of AA MOVE - Asian Americans Mobilize, Organize, Vote, and Empower, and the Maryland Democratic Party Asian American and Pacific Islanders Diversity Leadership Council.
Tonia was previously appointed to the Montgomery County Commission for Women (2018-2022), where she served one executive term as 2nd Vice President.
Tonia is a proud graduate of Emily’s List Campaign Management Boot Camp and American University's Women in Politics Institute WeLead Program. Tonia holds a Master in Public Policy from American University and a dual Bachelor of Arts degree in Mass Communications and Gender & Women’s Studies from the University of California, Berkeley.
